Welcome to wikis, where there is no barrier to entry and every voice is as loud as your own. Compound this with a basis on opinion, not fact, and you have made yourself a perfect cesspit.
Build rating is, unfortunately, the best of all the suggestions the wiki community has had so far about builds. Meta moderation of the build raters might help some, but I have my doubts.
(I agree that "innovation" is rubbish. Nothing should be rated down just because it is old and popular.)

I use some of the builds on there as a starting point, try to tweak things to my own personal preference. Then again, something l like Spirit Scythe is amusing to try.
More for entertainment value.

I used exact wiki builds, and then after a while configuring them to my liking. Now my builds still have the same purpose, but I like them better this way.

i've used it on new chars on professions i dont know to learn the decent skills and some syngergy. skills cost a lot
used a couple farm builds off there but now its mostly to get another way of looking at skills and to get inspiration for my own, that is if i use it at all.

I use it all the time for PVP and PVE. It makes the game much easier when you know the best builds for any part of the game. Some people call me a "wikier", but I disagree. Why go through the time-consuming process of thinking up builds when they have already been thought up?
This was "sarcasm" although some is true. I'll leave it up to you to sift through it.
Anyway... I personally like to create builds when I am extremely bored and feel like doing RA.

Im not the best at making builds so i generally use the builds and then slightly alter them. It should be noted that im a PvE'er

I've looked at some of the builds.. looked for any good synergies between skills that about it. I make my own builds for many reasons.. mainly because I want to know how to use them perfectly and because I don't want them to suck... lol

when i start a new class or orientation i look at common set ups for it
examples-
-changing my sword warrior to an axe warrior
-making a new rit
-other ele attributes that arn't fire

Ouch. I've been running a WoH Monk that is very similar to PvXWiki's for... well, years (I can only just make that a plural). I can't say I've ever had problems with it either. Perhaps I will stop by the Monk section here...
By the way, what is so bad about the standard WoH Monk? Granted, I don't like the build exactly as it's posted, but as a starting point it seems good enough.

It's great for hero builds and the occasional farming build. For normal day to day builds that I use to play in PvE, I prefer to come up with my own stuff.
With so many heroes on so many characters, some of them running builds I wouldn't be running (for instance, I never run death magic or fire magic), it speeds things up to have a starting point for builds.
